Zimon's Military Record Questioned



In his resume, Col Henry A. Zimon claims that he had "Oversight during past four years of multi-university system, including thee universities, fourteen colleges, and numerous schools, institutes and centers located in eleven States."

However, in an FOI response, the Army reported that it had no official documents authored or co-authored by Col Zimon relating to the army's university or educational system.
Col Zimon's resume also stated that he had "Strategic and financial management oversight of very large organizations most recently at the $60 billion level." In public and faculty meetings, Col. Zimon further asserted that he had sole signature authority on army checks and in one instance had signed a check in February 1999 in the millions of dollars. However, in its FOI response, the Office of the Deputy Chief of Staff for Operations and Plans responded that "Colonel Zimon has signed no government checks."

Col. Zimon also claimed in his resume that he "Participated in development, writing, and intragency coordination of five of the eight President's U.S. National Security Strategies. Wrote and helped negotiate major sections of two U.S. Treaties and related documents; contributions to two other U.S. Treaties." He also listed several of these treaties as his publications under "Selected Professional Publications and Presentation."However, the Army FOI response stated that "No official documents were authored or co-authored by Colonel Zimon" in these areas. The Army added,"Service Planners responsibilities include the review and approval or other appropriate action on numerous document, which are authored or co-authored by others. However, it is rare for Service Planners to serve as the primary author or co-author of official government documents or related materials." The army FOI response is reproduced in its entirety below.

The FOI Request
A request under the federal Freedom of Information Act, 5 U.S.C. 552, was submitted to the Office of the Deputy Chief of Staff for Operations and Plans, where Col Henry Zimon worked as an army planner, for the following documents:

1. Any documents with job description of of Col. Henry A. Zimon, senior strategic planner to the Joint Chiefs of Staff, HQ of the Army, Pentagon.
2.. Any documents with job description of Col. Henry A. Zimon, army planer in the Office of the deputy Chief of Staff for Operations and Plans, Pentagon.
3. Any document with description or any reference to the responsibilities of Col. Henry A. Zimon over the army's universities/colleges/schools/institutes/educational centers.
4. Any documents authored by Col. Henry A. Zimon since 1996 relating to the army's university or educational system.
5. Any documents referencing Col. Henry A. Zimon's management responsibility of the budget of the army's educational system.
6. Any documents referencing Col. Henry A. Zimon's financial management responsibilities in the army.
7. Copies of the 20 largest checks signed by Col. Henry A. Zimon for each year since 1996.
8. Copies of any documents authored o co-authored by Col. Henry A. Zimon relating to treaties or U.S. security plans.
9. Copies of any materials authored by Col. Henry A. Zimon relating to the National Security Strategy of Engagement and Enlargement.
10. Information relating to the Ehrenkreuz Award received by Col. Henry A. Zimon from the German Ministry of Defense in 1990.
11. Information relating to the Distinguished Service Medal (German) received by Col. Henry A. Zimon in 1990
12. Information relating to the defense Superior Service Medal (1991) and the Department of State Superior Honor Medal (1991) awarded to Col. Henry A. Zimon.
